I have a 2003 dodge neon, i have fuse issues with the car.?

The dashboard light up with a fuse warning. I changed fuses and the warning still lights up, the fuse powers my radio and interior lamp, they now don%26#039;t work, also the guages on my dash go haywire when i start the car, but go normanl after a few seconds, i need help!|||your ignition off draw fuse is blown or missing. it is in the panel inside the car. look in your owners manual for location number. all of your problems are because of this single fuse.|||The previous answer is correct. You may want to buy a Haynes or Chilton manual to help you understand it better.|||check for a blown fuse for it, the owners manual gives numbers and tells what these fuses do,this can be caused by a bad ground wire sometimes,but on that one i think you,ll find a blown fuse for the lights,good luck.
