I own a 95 Jeep Grand Cherokee, the cigarette ligher had not been working for some time so I installed a new one that I picked up. However, the 15A fuse in then small fuse box located on the passenger side continues to blow. I have changed the fuse several times and each fuse breaks. Is there any solution?

You have wires not grounding out somewhere or wires/connections touching causing the fuse to blow. You may need to take the trim around the cigarette lighter off, follow your wires and make sure all wires are covered.
run the hot wire from the lighter to where it,s hot all the time and put a in-line fuse between the hot wire.
