I do heard a loud clicking from the console on the floor when I press the brakes. Could that have something to do with it?
I have a 95 EX honda The three brake lights do not come on. I checked the fuse and changed the blubs?
Under the dash, above the brake petal there is a switch it is what tells the lights to come on when you put your foot on the petal it is either out of adjustment or bad it can be a pain to get to and an even bigger pain to replace so hope this helps.

Check the brake light switch located near the brake pedal.
sounds like the pedal switch is loose or broken a real pain to replace alot of the time unless you have really small hands
