I would go with a 200 amp panel if I was you. Its not that much more and you will have more room to expand with. I do side jobs and if I was to change that out, as long as there wasn't any hidden problems the labor would be 250 to 300 bucks, plus the cost of materials. A contractor would be in the range of 1,000 to 1,800 bucks.

Wisconsin: $500-$750 with an electrician doing it. There are possibly many other varibles tho that could take the price up to $1200. A electrician may come in a find other problems that need attention first.

Since many places are unregulated, meeting code really doesn't matter to most people. This may sound unsafe, but their current electric system doesn't meet code anyways. So upgrading it, even not to code is an improvement.
Check Home depot, Lowe's they sell the panel with breakers in the $100-200 range for 100 amps.
if you buy the panel yourself anywhere from 350 to 700 or more depending on what the electrcians charge in your area...also you need to have the utility company come out when the electrician is going to be there to turn off power...if the electrician supplies the panel anywhere from 550 to 1000 dollars
You would be better off calling a local licensed contractor in your area.Every service is different and too many variable to estimate with the information you furnished.
ie: inside or out-side panel ?
under-ground or over head service ?

If I was changing to breakers I would go ahead and upgrade to 200 amp for future and resell value
any one even trying to price this shows their lack of knowledge and experience in the trade.

Greg w is correct. No one can estimate a job like this without seeing it. Call a couple electrical contractors in your area for a free estimate. Have it done by a qualified electrician and not some joe handyman hack.
I'm Sorry but in order to change you will need to bring the service to code. the minimun is a 200AMp Service.
You will need to replace the weather head and meter base, the pipe and the panel, along with the breakers and the wire.
Given the average home, the Meter Base, Pipe, Wire Weather head, Ground Rod, Panel and breakers will run you about $600.00 and then you will have about 6-8 hours labor depending on the amount of wiring and change over time.
So total would be about. $1000.- $1200 depending on where you live.
