How are you trying to measure it. You have to connect the wire you want to check to the positve and then the other end to a ground. A voltmeter will only measure voltage difference not the actual voltage in the line. If you were connecting it to another positive wire then you won't get a reading or possibly a small one.

is your ignition on?
If this is pertaining to an automotive circuit, try energizing the circuit by turning the ignition key to acc or on (depending on the type of circuit). Hope this helps... sometimes the simplest answer is the best answer.
You may have to trace down the power wires to the fuse panel. Check at the fuse and follow to the ignition/battery junction itself.
